Well, madam, there is a possibility he did say it. It's just that when it's nowhere in the Churchill archives and it is believed to be contrary to his beliefs, it's very unlikely he said it.

BTW, I'm guilty of having used the quote too.

I did find it odd that he should have said such a thing. I assumed that perhaps his ideas changed at some point in his life.
